Pastor Cam Stevens Cam Stevens Pastor Cam is the Lead Pastor of Refuge City Church, located in Lake Elsinore, California. He and his wife, Jessica, planted the church in 2019. Launching from a 15 year career in Education, Cam was called by God to go in to full time ministry. Along with pastoring his church, he is a city coordinator with a youth organization that serves multiple cities in the Inland Empire.
