Ο κ. Παντελής Τζωρτζάκης σπούδασε Διοίκηση Επιχειρήσεων στο Πανεπιστήμιο Πειραιώς και Computer Science στο Brooklyn College της Ν. Υόρκης. Πρωτοπόρος στον χώρο των δικτύων και του Internet, ίδρυσε to 1995 τη FORTHNET (αρχικά spin-off του ΙΤΕ) και παρέμεινε CEO της ως το 2010, καθιστώντας την ένα από τα ισχυρότερα brand στην Ελλάδα. Υφυπουργός Ηλεκτρονικής Διακυβέρνησης στο υπουργείο Διοικητικής Μεταρρύθμισης την περίοδο 2010-11, διαμόρφωσε τη στρατηγική για τα πρώτα eServices (Διαύγεια, ηλ. Συνταγογράφηση, κ.ά.) στη χώρα. Πρόεδρος του ΣΕΠΕ την περίοδο 2007-2010. Σήμερα είναι μέλος του ΔΣ της Quest Holdings, μέλος του ΙΤ Strategy Committee του ΧΑ και Εκτελεστικός Αντιπρόεδρος της Αναπτυξιακής Τράπεζας.
