299: #299 Jason Flom with Terence Rice

On October 9th, 1990 at 12:10am, police responded to shots being fired at a housing project in Brooklyn, New York. They ended up arresting 23 year old Terence Rice, a man who lived next door to the scene and who was making a call at a payphone in the midst of the chaos. They claimed that Terence was shooting at them, as well as at other things and people, from an apartment window two stories up. Contrary to the policemen’s testimonies, there is no evidence that this shootout actually took place – Terence did not have a weapon on him, officers could not agree on which weapon the alleged shooter was using, and there were no bullet marks or shell casings anywhere near the window from which the shots were supposedly fired.
