颱風摩羯在9月7日從中國海南島襲向越南本土，一路掃過廣寧省、海防市、河內市等，歷經多日暴雨肆虐，災損及人員傷亡嚴重。截至12日為止統計，共226人死亡、104人失蹤。越南當局表示，摩羯是南海過去30年來最強颱風，對越南北部的中低壓電網造成強大破壞，超過300萬名用戶被斷電，其中海防市、廣寧省大規模斷電，另有約4萬戶家庭沒有潔淨的水可用。河內台商觀察，儘管一些單位不斷發出預警，卻不見相關人員預先準備，防災意識有待加強。此外，砍伐樹木、工業化、地下水嚴重汙染，這些都讓越南難以吸納自然災害的衝擊。 -- Hosting provided by SoundOn
