The Defense Department’s new Fulcrum IT Advancement Strategy includes four lines of effort. One of them is focused on customer experience. It’s one way ARPA-H is trying to leverage special contracting authority the agency has. Ben Bryant is Deputy Director for the Business Innovation Division at ARPA-H.
