Bill is the brother of Cathleen Thomas who, along with her girlfriend Rebecca Ann Dowski, were the first victims of the serial killer that terrorized couples in the region of the Colonial Parkway in Virginia between 1986 and 1989. In January of 2024, a man named Alan Wade Wilmer Sr. was named as the prime suspect in connection to the murders of David Knobling and Robin Edwards, Teresa Lynn Howell and Cassandra Hailey and Richard Call.
