Create living plans that organize blue sky and gray sky operations2. Work closely with stakeholders 3. Utilize technologies to predict and reduce disaster impacts4. Mitigate, Mitigate, Mitigate- Before, during, and after the disaster5. Understand FEMA's role vs your role (they may be very different). Brick plans that sit on shelves are unacceptable. Resiliency is a component, NOT the solution. The goal is to create Disaster Tough Communities.
