In northwestern Wisconsin, the state's only independent native radio station already is navigating these murky waters. WOJB based just southeast of Hayward, also known as Woodland Community Radio, first hit the airwaves in 1982. It's the lone public radio station in Wisconsin currently listed as at risk of shutting down in recent analysis by the advisory firm Public Media Company.
