A Crisis of Citizenship

Cities like Norfolk can't fill juries for trials, and cases are being delayed. One of the most basic rights guaranteed by the US Constitution is being compromised, because citizens aren't doing their duty at the local level. Jonathan Edwards of the Virginian Pilot, who covered this story, will join us along with Norfolk Sheriff Joe Baron and the clerk of the Norfolk Circuit Court, George Schaefer.
