A Fair COP?

COP 23, the annual climate conference, is running in Bonn, Germany. We have a report from a man on the ground. The US is not participating, at least not in a positive way; the UN is warning of an emissions gap while levels of CO2 and methane are racing ahead. Should we be driving electric cars?
