There are concerns over whether the convicted Pilipino nurse Victorino Chua was properly qualified to work in the UK. Since 2011, the Nursing and Midwifery Council have introduced a test of competence - and face-to-face identity checks. William Wragg, the Conservative MP for Hazel Grove, says he hopes something similar can never happen again.
