In 2008, Azerbaijani authorities thwarted a Hezbollah plot to target an Israeli Independence Day celebration and kidnap the Israeli ambassador in Baku. Two Hezbollah operatives were arrested, tried, and convicted, but the group was not deterred by this setback.
