History provides some examples of what a peace settlement might look like between Russia and Ukraine. Finland's treaty with the Soviet Union in 1948 and the Austrian State Treaty of 1955 established neutrality for Finland and Austria during the Cold War. They would not join NATO or the Warsaw Pact.
