Rick speaks to his inspirations and thoughts that lead to the making of ‘A Precarious State’ the circumstances (and the blessings of his wife) that enabled him to pursue the opportunity. Rick walks though some of the data he combed through in trying to understand where Minnesota is especially in bouncing back post pandemic.
