A Pittsburgh City Council member is introducing today a bill reducing the penalty for prostitution to a finable offense. News Radio Councilwoman Barb Warwick tells me the legislation says the law disproportionately penalizes women in troubled circumstances . Warwick says police should focus instead on the people who traffic them and the people who use their services.]
