South Africa’s governing African National Congress’s previous four policy conferences have given a very good indication of what the policy resolutions will be at the national conferences that follow. While decisions at the national policy conference were not binding, and subject to approval by the December national elective conference‚ factional divides prevented firm outcomes on many issues of contention such as land without compensation, white monopoly capital, and the suggestion that going forward, the loser of the party’s presidential race, be an automatic deputy president.
