The U.S. is heavily dependent on Canada for potash and China and Mexico for fertilizers. Building a nitrogen fertilizer production facility is capital-intensive, sometimes costing as much as $5-billion. Development of a potash or phosphate mine is expensive and can take up to a decade to complete.
