John Quick sits with Rep. Ben Carpenter to discuss his fiscal plan. His plan involves putting a spending cap and the PFD in the constitution by the vote of the people and possibly adding a sale tax. He explains that the makeup of the House and Senate currently is not interested in cutting, and without a tax, he thinks the PFD is all but gone.
