Er thematisierte die Fabrikarbeit und das Elend, dass diese verursachte und erklärte, welche Antworten in Deutschland und Großbritannien darauf gefunden wurden. Berger verglich konservative, liberale, christliche und frühsozialistische Reaktionen, um dann auf den wissenschaftlichen Sozialismus von Marx und Engels, dieser einzigartige "intellektuelle Partnerschaft von Wuppertal, Trier, London und Manchester" zu sprechen zu kommen.
