Because the elk are fenced onto a drought-stricken, 2600-acre are, the so-called “Tule Elk Reserve" inside a 71,000-acre park. And the cattle ranches - beef & dairy operations - don’t even own the land! They lease land from the federal govt., which is to say from the public, at half-market value - - which is why they don’t want to leave!
