La historia de Arauca desde sus orígenes ha estado atravesada por la violencia y el abandono estatal. En 1916 se instauró un régimen independentista que proclamó la autonomía de la población y del actual territorio departamental. Durante el Frente Nacional se hizo un intento de Reforma agraria en el gobierno de Carlos Lleras Restrepo, intento que quedó a mitad del camino y dejó a los campesinos viendo un chispero. En 1972 se da el Paro Cívico del Sarare conducido por los miembros de la Asociación Nacional de Usuarios Campesinos (ANUC) William Ospina, Efraín Pabón Pabón y Raimundo Cruz, quienes posteriormente harían parte de Frente Domingo Laín del ELN. A mediados de los años ochenta Arauca estuvo marcada por el descubrimiento de campos petroleros como el Caño Limón que, a la par que apaciguó la pobreza en la población local, introdujo dos nuevos elementos: la corrupción de los gobernantes y el fortalecimiento desaforado del ELN. El investigador en temas de paz y conflicto de la Fundación Paz y Reconciliación Luis Eduardo Celis y Elsa Rojas de Fernández, líder política de Arauca y sobreviviente de la Unión Patriótica, cuentan #AFondo la historia de abandono y disputa por el territorio de Arauca en el que todos los actores armados posibles: FARC, ELN, paramilitares, Ejército Nacional y hasta la Guardia Venezolana, han azotado la población civil bajo la negligencia del Estado colombiano.
