Are Ephesians 4 Gifts Offices of the Church, Personalities types, or grace gifts?

Early on in my charismatic history, I understood that the Ephesians 4 gifts were offices that God instituted to govern the local church.  Later on In the journey, I stumbled upon Alan Hirsh’s work, suggesting that the Ephesians 4 gifts were more like personality types that motivated us and painted our interpretation processes.
