Are only 1 in 5 UK Estate Agents capable of business ownership?

Notable industry figures have recently declared that they believe around 20% of UK agents are capable of business ownership. As entrepreneurs and as advocates of self-employed agents - the enthusiastic side of us would like to think that this figure could and will be higher. Or, is 20% generous?
