Are States Relaxing Their Social Distancing & Public Gathering Requirements Too Soon?

With the announcement today, that Maryland has joined other states in relaxing their group gathering and social distancing requirements, we ask the question - is it too soon?  If a state is allowing up to 50% attendance at stadiums, but hasn't inoculated 50% of the population against Covid-19,  are they putting citizens at risk ... again?  We'd love to get your feedback on it.
