Residents of Skid Row in Downtown Los Angeles took their outrage about the Safer Cities Initiative to City Hall today.  City council was scheduled to discuss the three-year-old program that has produced countless arrests and citations of the homeless around downtown.  And when people arrived at council chambers to line up for the public comment period, they felt less than welcome.  At the same city council meeting, a new ordinance was passed handing the responsibility for cleaning up graffiti over to homeowners.
