It has been essentially repealed, in Lloyd’s opinion, by the Pentagon’s retaliation and other federal moves.“Decades and decades and decades of anti-small business policies” have diverted money away from small businesses and to big businesses, devastating the middle-class economy.The law says 23% of federal contracts must go to small businesses. 99.9% of all firms are small businesses. If the government complied with the law (which it doesn’t), 77% of federal contracts can go to the one-tenth of one percent of firms that are big businesses. Does that make sense?But it’s worse than that.
