The annual ASEAN Foreign Ministers' Meeting has concluded in Manila, with China, the United States, Russia and other major players all in attendance. Against the backdrop of renewed tensions over Ren'ai Jiao, the meeting was overshadowed by geopolitical maneuvering. But as Manila, Washington and Tokyo continue to raise the stakes, can a handful of countries pull the region toward confrontation when most of Asia wants stability?
