ATOOC: Paperwork

In this episode of Air Traffic Out Of Control, we head over to Janes Field airport in Minneapolis where a Cessna aircraft radios the tower notifying them of some issues. He may need to declare an emergency, but wants to make sure he is in dire straits first so he can avoid unnecessary paperwork!
