Mike developed a 32-page submission guideline that standardized the permitting process and became a model other jurisdictions are now replicating. After retiring as a fire captain and assistant fire marshal in 2024, he joined Hiller, which represented about 85% of the battery storage clients that went through Kern County permitting.
