@RevRachelMann was in the discussion but character restrictions defeated us. The cornerstone issues of 'effective' MR legislation are (i) it is a culture changer (ii) far greater reliance can be placed on a child protection framework (iii) it supports reporters (iv) unless concerns are put to those who have the wherewithal to investigate (the Local Authority in the first instance), nothing will change. Of those MR proposals so far promulgated in this country, all but one fall into the category of 'pretend MR' and will deliver significant complications and abject failure. Those who assemble these holograms of Mandatory Reporting have little understanding of child protection delivery and practice in Regulated Activities.
