#BHN There is no 'fiscal cliff' for Pharmac, it's just on the schedule to re-fund

Why is David Seymour trying to paint the previous government as leaving 'fiscal holes' when it's just that the Labour government made funding decisions for Pharmac up to May this year and then the incumbent Government needed to fund Pharmac for the next cycle.
