Bill Loucks is an experienced narcotics detective with 17 years of law enforcement experience, a subject matter expert in controlled substances, instructor, and course curriculum developer for HempCops™ training. Bill developed North Carolinas’ 1st ever in-service training on “hemp and CBD complexities for law enforcement.” That training will be delivered to more than 35,000 plus law enforcement officers in North Carolina throughout 2021.
