The criminal-inhabitants of Baddaz hear the terms of their surrender. They can join the march to Portsmouth for trial and likely internment aboard an improvised prison ship in the harbor. Or, they can stay in Baddaz and grow their own food. The catch being that those who stay must accept a tattooed X on their foreheads. Anyone with an X caught outside of Baddaz could be shot on sight.
