In 2023, Edmonton Police expanded online reporting to include hate incidents—conduct that is not a crime—and allowed reports to be filed on behalf of someone else. In 2024, Crime Stoppers, EPS and the Government of Alberta launched buses displaying: "See hate. Report hate." In 2026, Parliament passed Bill C-9 with Liberal and Bloc support despite opposition from the Conservatives, NDP, Greens and more than 40 civil society organizations, including the CBA, CCLA, CLC and Egale.Britain adopted a similar system in 2014. Since then, police have recorded 133,000+ non-crime hate incidents. In 2023, 37 police forces made 12,183 arrests over electronic communications, with fewer than 1,119 convictions. In 2021, the Court of Appeal ruled the recording guidance had a chilling effect on free expression.**This episode examines that history, explains what Bill C-9 actually changed, corrects two claims circulating online that describe the bill as introduced rather than as passed, and explains why I believe these developments matter.
