États-Unis, début du xxe siècle. La croyance populaire veut que les animaux aient une conscience morale. De ce fait, des tribunaux locaux jugent chevaux, mulets, taureaux, ours et cochons accusés de causer des nuisances, de gâcher des récoltes ou de provoquer des accidents mortels. À l’issue de procès surréalistes, la plupart des bêtes sont condamnées à mort. C’est là qu’intervient Jack Gilet, bourreau assermenté. Il a pour mission de faire passer de vie à trépas les animaux condamnés selon les procédures fédérales, un métier qu’il pratique avec empathie, mais qui suscite moqueries, dédain et bientôt une terrible vengeance…
