Il 26 febbraio 1861 in Senato il conte di Cavour pronunciava queste parole: Il titolo di re d’Italia conferito a Vittorio Emanuele II “è la consacrazione di un fatto immenso”. Tutto il discorso del ministro inneggiava al re, alla monarchia costituzionale, al percorso compiuto affinché “i popoli d’Italia da Palermo a Milano [salutassero infine] Vittorio Emanuele come Re d’Italia”. E il 17 marzo la “consacrazione” fu sancita dalla legge. Un grande storico ha affermato che Cavour, alla “fede incrollabile del liberale”, univa il “rispetto religioso, da gentiluomo antico, per la monarchia”. La monarchia, sostenuta dal Parlamento. Il rapporto personale dell’uomo politico con i vari membri di casa Savoia fu però altra cosa.
