Through all the finger-pointing and partisan politics lives and cities have been destroyed. A storm whose progress could be easily tracked via the weather channel didn’t register, even as a minor blip on the radar of emergency response agencies. Nothing to fear, President Bush, facing the lowest approval numbers of his presidency, promised in a prime time speech to rebuild the ravaged city of New Orleans.
