Through all the finger-pointing and partisan politics lives and cities have been destroyed. A storm whose progress could be easily tracked via the weather channel didn’t register, even as a minor blip on the radar of emergency response agencies. Nothing to fear, President Bush, facing the lowest approval numbers of his presidency, promised in a prime time speech to rebuild the ravaged city of New Orleans. We discuss the contents of the speech, delivered two weeks after the most horrific domestic incident since 9/11. Will the President’s plan work? What is his plan? Does he even have a plan?
