After all, cannabis is still federally classified as a Schedule 1 controlled substance, defined by the Drug Enforcement Administration as a substance with “no currently accepted medical use and a high potential for abuse.” (Though the Senate’s Cannabis Administration and Opportunity Act proposes to end cannabis’s federal prohibition.)
