Health Education England's budget constraints, imposed by HM Treasury, meant that training places couldn't match the obvious need for healthcare workers in areas like Croydon West. The trainers existed, Carmen was ready to learn, and the wards desperately needed staff. What was missing was a Westminster government willing to fund the training posts that would connect willing people to essential work.
