CCL Training: Opportunities for a Carbon Price in the Next Congress

The confluence of three external forces may present an opportunity in the next Congress for a carbon price. However, those external forces also constrain the opportunity such that if something passes, it will look different from the Energy Innovation and Carbon Dividend Act.
