ON SEPTEMBER 11, 1991, DURING THE STATE OF THE UNION ADDRESS, George H.W. Bush called for a ‘New World Order.’ Some nine years later in September of 2000, a report was published entitled Rebuilding America’s Defenses: Strategy, Forces, and Resources for a New Century.
