Cedar Creek fire, clouds and fog

The rain has finally put an end to the evacuations notices and poor air quality but before nature finally did what the USFS should have done in early August the Cedar Creek fire may have been responsible for a multi-vehicle pill up on I-5 the killed two people. We are seeing lawsuits against power companies, where is the one against the USFS for letting this fire burn?
