It can absolutely strengthen behaviors very quickly, unfortunately that applies to behavior we don't like as well. And that stuff is often positively reinforced by accident. The problem that is so pervasive today is simply that positive reinforcement in the absence of punishment will create a very one sided effect—more arousal, more excitement, more drive, and very little impulse control. Very little inhibition. Very few coping skills.
