Despite being ready and qualified to begin training, Chandra discovered that HM Treasury's budget constraints on Health Education England had created artificial scarcity in training places. The capacity existed, the demand was there, but the political choice to treat public investment as a cost to be minimised left qualified candidates like Chandra unable to access the training that London's NHS desperately needs. Her story reveals how central government spending limits turn willing healthcare workers into casualties of fiscal policy.
