The estimated market values (EMV) of some properties in Pipestone increased and the EMVs of others decreased this year. City Assessor Erik Skogquist explained during the city of Pipestone’s annual Local Board of Adjustments and Appeals meeting on April 7 that assessors set property values and classifications each year.
