The Chicago Board of Ed took the unprecedented step of changing the budget presented by Chicago Public School officials. They voted to cancel more than 1,000 layoffs and to increase the amount of money the district is assuming the state will provide. District leaders warned that it was risky to include uncommitted state revenue. But the 11 members who voted for the change said they wanted to put pressure on the state to provide more money.
