Carroll had held the post for more than 20 years, running the office as his personal political fiefdom that overlooked vice, corruption and Seattle’s police payoff system. In a fascinating conversation with KCTS 9’s Enrique Cerna, Bayley reveals the dark side of Seattle’s past in his new book "Seattle Justice: The Rise and Fall of the Police Payoff System in Seattle". Bayley went on to defeat Carroll and led a reform movement that cleaned up Seattle and King County government.
