Justice is an attribute of God. Without a penalty for evil how could justice exist? God doesn't want you to go to Hell! He doesn't arbitrarily or unjustly send people there. If you wind up in Hell it will be the result of the choices you make. God wants you to avoid eternal punishment and desires you to join Him in Heaven.
