香港教育局審批後的公民科教科書寫著：［香港不曾是英國殖民地］，［英國只是在香港實行殖民統治］。1981年， 英國把［殖民地］修改為［英國屬土］。 1972年中國向聯合國提出要求，聯合國已把香港從殖民地列表中移除。 假如香港仍然是英國殖民地，那麼中國要收回香港的話就要先在香港進行全民公決。1997年，中國外交部發言人陸慷表示［中英聯合聲明］已失效。一份在聯合國秘書處登記聲明可以隨時失效？
