香港開埠，赤柱是香港首府。為了發展香港，英國政府宣布香港為自由港，很快成為遠東重要的轉口港，亦成為華工被［賣豬仔］海外中轉站。開埠初期治安不靖，海盗横行，政府把賭博，鴉片，妓院合法化，方便管理，更實行歧視華人的宵禁令。華人成立團防更練保治安，而團防局亦成為另類［華人行政局］。1894年鼠疫亦令香港政府進行城市和衛生改革。
